WINOOSKI WHA EIGHT-SITE PROGRAM REVIEW — https://www.winooskihousing.org/programs.aspx, https://www.winooskihousing.org/applicants.aspx, https://www.winooskihousing.org/, independently checked against named https://housingdata.org/directory records, reviewed September 29, 2026. WHA describes three senior/disabled PBV properties (Spring Gardens at 31 East Spring, Senior Tower at 83 Barlow, Terrace at 65 Barlow), two family PBV properties (87 Elm, 181 Franklin), the separately CHC-owned Section 8 multifamily Courtyard (120 East Spring per housing directory) and an unsubsidized WHA-managed 26-unit group on unnumbered Main Street. The Courtyard is NOT Spring Gardens; 31 and 120 East Spring Street are different housing sites. A CHC-owned, WHA-managed 19-unit unsubsidized Conger Avenue property is in BURLINGTON, not Winooski. WHA's program page supplies no numbered entrance for Main Street or Conger and neither is pinned. The official Courtyard description gives 100 one-/two-bedroom units, but https://housingdata.org/directory/courtyard-apartments gives 101 total (86 one-, 15 two-bedroom) and only 100 assisted; preserve this conflict pending WHA confirmation. For other WHA sites, the separately attributed housing directory reports Spring Gardens 53, Senior Tower 60, Terrace 50, Elm 59 and Franklin 16 units; these are inventory counts, NOT vacancies. WHA's homepage https://www.winooskihousing.org/ advertises applications for FUTURE Courtyard vacancies, not an available unit. It also describes voluntary SASH services; for SASH contact 802-655-9320. WHA says five PBV properties have lists, with an undated six-month to three-year range by bedroom/property; Courtyard has a separate waitlist. WHA https://www.winooskihousing.org/applicants.aspx says the tenant-based HCV list was to close February 1, 2025 despite older general language on https://www.winooskihousing.org/programs.aspx about voucher waiting lists. Verify current status directly before applying. HCV is portable rental assistance within WHA's stated six-mile jurisdiction, not a building or a seventh PBV site. WHA's HCV eligibility statement includes recent violent/drug-related criminal activity; PBV repeats this wording, while Courtyard lists age/disability and 50%-income criteria. Its FAQ https://www.winooskihousing.org/faqs.aspx says voucher landlords screen tenants themselves. Do not treat these distinct programs as blanket property-by-property felony acceptance or denial. WHA's PBV page gives 80%-median income while the general FAQ gives 50% for subsidized programs; ask which current limit governs each site. Official WHA sources: https://www.winooskihousing.org/programs.aspx, https://www.winooskihousing.org/applicants.aspx and https://www.winooskihousing.org/faqs.aspx, reviewed September 29, 2026. Apply via WHA's https://www.winooskihousing.org/applicants.aspx: online portal, or printed application returned to WHA, 83 Barlow Street, Winooski VT 05404. Check the correct program/list first; the WHA office number is (802) 655-2360. The page labels an HCV waitlist closure starting February 1, 2025; that applies to TENANT-BASED vouchers, not by itself to the five PBV site lists or Courtyard's future-vacancy application notice. Its 2026 Burlington-area income table is program-specific and not proof of a property's current vacancy or approval. Neither a background check nor a WHA management relationship proves felony acceptance.
