How screening varies in Vermont
There is no universal "felony-friendly" certification. Screening policies differ by property and management company. This page does not make claims about state or local law; confirm a property’s current requirements directly before applying.
Vermont resources
BURLINGTON VT BHA FOUR-CATEGORY DIRECTORY REVIEW — Burlington Housing Authority https://burlingtonhousing.org/properties links 30 current detail entries under four categories, including 21 residential/market-rate site records and nine special/referral leads without residence addresses.
The https://burlingtonhousing.org/available-rentals page claims 32 properties / about 680 units but its only displayed rental posting is Duggan Row with a September 1, 2025 availability date, not verified as open on September 29, 2026. Its property directory supplies no per-site unit totals or blanket criminal-history admission policy.
Burlington's city resources explain categories, referral rules, an internally reversed address and the dated posting; the agency office is not housing.
RUTLAND RHA FIVE-PROPERTY SOURCE REVIEW — https://www.rhavt.org/property/, reviewed September 29, 2026, links five Rutland VT housing property pages.
Lincoln Place has 19 project-based units and a separate operator/RHA dual-application waitlist; Hickory Street has 78 mixed-income units in 14 buildings; Bridge has eight transitional units with specialized reservations; Sheldon Towers gives no count; Templewood Court has 60 units. These are NOT vacancy totals.
Three sites are unpinned for missing/ambiguous residence entrances, including Templewood's shared 5 Tremont Street office address. No blanket conviction acceptance or current openings are established. See Rutland's city resources for site-specific applications and screening cautions.
BARRE VT BHA SEVEN-PROPERTY SOURCE REVIEW — http://www.barrehousingauthority.com/properties.aspx and http://www.barrehousingauthority.com/waitingList.aspx, reviewed September 29, 2026. Barre Housing Authority (not Vermont State Housing Authority) has seven named tabs totaling 361 described units, NOT vacancies. Its address table places five in Barre City, Quarry Hill in Graniteville and Avery in East Barre.
Green Acres is an unpinned two-street group. The named address table distinguishes 14 Washington Street housing from the 30 Washington Street BHA office. BHA says its public-housing waiting lists are not site-based; quoted month ranges are undated estimates, not live openings or site-specific application paths. See each locality for source detail and eligibility cautions.
MONTPELIER MHA 2019 PROGRAM PDF SOURCE REVIEW — official PDF https://www.montpelier-vt.org/DocumentCenter/View/1091/Montpelier-Housing-Authority-Programs-PDF printed April 24, 2019 and current city authority page https://www.montpelier-vt.org/434/Housing-Authority, reviewed September 29, 2026.
Six PDF residential sites total 185 described units, NOT vacancies; the PDF's 122 Section 8 Existing vouchers are a separate tenant-based program, not extra physical apartments. The city also gives a broader 324-unit affordable-housing program figure with a different scope; do not add it to the older property inventory.
MHA's 155 Main Street office is also independently documented as Pioneer housing, but do not infer it is the entrance for other sites. MHA is separate from VSHA; see Montpelier resources for dated eligibility, current-management distinctions, and contact.
WINOOSKI WHA EIGHT-SITE PROGRAM REVIEW — https://www.winooskihousing.org/programs.aspx, https://www.winooskihousing.org/applicants.aspx, reviewed September 29, 2026. WHA manages eight distinct described housing sites/groups: seven Winooski and one Conger Avenue group in Burlington; tenant-based HCV, homeownership and voluntary SASH are programs/services, not extra rental buildings.
Courtyard is at 120 East Spring Street according to https://housingdata.org/directory/courtyard-apartments, distinct from Spring Gardens at 31 East Spring Street. The Courtyard's official 100-unit claim differs from the directory's 101 total/100 assisted claim. Main Street Winooski and Conger Avenue Burlington are affordable but unsubsidized and unpinned.
No current vacancy or felony approval established; the Courtyard homepage accepts FUTURE-vacancy applications. See the two city pages for site-specific details and the HCV closure notice.
A practical next step
Preparing your application
A little preparation can help you ask better questions before paying an application fee.
- Gather proof of income (recent pay stubs, an offer letter, or bank statements).
- Collect positive references from prior landlords or employers where possible.
- Prepare a brief, honest explanation letter that provides context for your record.
- Ask each property directly about its reported screening policy before paying any application fee.
- Confirm the lookback period and which offense types a property may consider.

Frequently asked questions
What do the screening and verification statuses mean on Vermont listings?
A listing's screening status describes the policy reported for that property, while its verification status describes the status of that information. Check both, along with any verification date, and contact the property directly because policies can change.
Are all Vermont listings verified?
No. Unverified records may be publicly visible. Each listing displays its verification status, and a verification date appears when one is available.
Does a listing in Vermont guarantee approval?
No. A listing is not a promise of acceptance. Screening policies and decisions are made by each property; contact it directly to confirm its current requirements before applying.
Where can I find state-specific guidance for Vermont?
