MONTPELIER MHA 2019 PROGRAM PDF SOURCE REVIEW — https://www.montpelier-vt.org/DocumentCenter/View/1091/Montpelier-Housing-Authority-Programs-PDF, the official PDF printed April 24, 2019, and present city portfolio page https://www.montpelier-vt.org/434/Housing-Authority, reviewed September 29, 2026. Six residential sites described in the PDF: Pioneer Apartments (60 total units; 155 Main Street); Lane Shops Apartments (50 total units; 1 Mechanic Street and 14 North Franklin Street); Prospect Place (29 total units; 3 Prospect Street); 58 Barre Street Apartments (14 total units; 58 Barre Street); Gould Apartments (12 total units; Montpelier (residential street not given)); Cummings Street Apartments (20 total units; 21–25 Cummings Street). Combined 185 units are the PDF's historical INVENTORY, not current openings. No street for Gould is established. HousingData supplies separately attributed residence locations for the other properties (https://housingdata.org/directory), but Lane Shops spans two streets and Cummings spans 21–25 Cummings; both are unpinned. Pioneer is at 155 Main Street per HousingData, also the MHA office address; confirm the residential entrance. The 58 Barre site is in Montpelier, NOT the city of Barre. The PDF also describes 122 Section 8 Existing vouchers for families and elderly applicants, a separate tenant-based assistance program with NO residential building address, not a seventh apartment site. Its 2019 50%-category limits were $27,550 for one, $31,500 for two, $35,450 for three, $39,350 for four, $42,500 for five, $45,650 for six, $48,800 for seven and $51,950 for eight people. Those dollar limits are historical and must not be used as current thresholds. The city authority page describes 324 affordable-housing units across a different scope of programs and mentions two Washington County Mental Health properties (7 St. Paul Street group home and an unnumbered Prospect Street property) without unit mix or public intake; those service/partner properties are NOT silently added as ordinary apartments. Heaton Woods was sold in 2016, not an MHA opening. 2019 eligibility: the PDF defines an elderly family by a head/spouse/sole member aged at least 62 OR disabled, potentially with a qualifying live-in aide; it says single non-elderly/non-disabled applicants could apply for MOST elderly buildings but that elderly, disabled and displaced applicants had priority. Gould has its own Montpelier-resident 62+ rule; Prospect Place/58 Barre have their own 50%-income priority and the document says single persons could not join those projects' list. Those older program-specific rules require current confirmation; do not apply them across all six sites. Family-housing definition and priority rules are printed in the PDF. The the official PDF printed April 24, 2019 says to call or visit MHA, 155 Main Street, Montpelier VT 05602, (802) 229-9232, to apply, with alternate arrangements/forms for people unable to visit due to disability. It requires a criminal-record check for all programs and credit and landlord references for all but Section 8 Existing. A check is NOT an automatic disqualification or a guarantee of approval; get the current site-specific screening policy. Eligible applicants join their program's list; displacement, substandard housing or rent exceeding half of income for at least 90 days received equal-weight preferences in that document, generally with application-date order, except Rural Development Prospect/58 Barre and privately subsidized Gould. This is dated guidance, not a verified live waitlist opening or current income threshold. The PDF says other programs generally used 30% of adjusted income for rent and utilities, whereas Section 8 could be up to 40% in some circumstances; this is not an advertised rent or a current lease offer. MHA owns/manages Pioneer and Gould; it manages (but is not necessarily legal owner of) Lane Shops, Prospect Place, 58 Barre and Cummings per https://www.montpelier-vt.org/434/Housing-Authority. CCHF owns Prospect and is a general partner for the 58 Barre and Cummings partnerships. Do not confuse the MHA office or its vouchers with the separate Vermont State Housing Authority office and waiting list.
