RUTLAND RHA FIVE-PROPERTY SOURCE REVIEW — RHA https://www.rhavt.org/property/, reviewed September 29, 2026, links exactly five properties: Lincoln Place (10 Lincoln Avenue, 19 one-bedroom/micro homes, HTRC/Cornerstone operator and project-based Section 8); Hickory Street (Hickory Street and Juneberry Lane, 78 mixed-income homes across 14 buildings); Rutland Area Bridge Housing (101 Woodstock Avenue, eight transitional homes); Sheldon Towers (Sheldon Place, efficiency/one-bedroom, total not given); Templewood Court (source prints 5 Tremont Street, 60 efficiencies/one-bedrooms). Those are TOTAL units where stated, not vacant units. Hickory is a multi-building neighborhood, Sheldon lacks a street number, and Templewood's printed street is also the RHA OFFICE; all three are unpinned pending verified residential entrances. The other two have property-specific streets. Lincoln's detail calls it “Lincoln Street property” but prints 10 Lincoln Avenue, which the linked present-day operator https://cornerstonehousingpartners.org/housing-listing/lincoln-place/ confirms. Its former HTRC link redirects to Cornerstone Housing Partners; confirm present application/operator requirements with both. RHA application instructions https://www.rhavt.org/apply-to-live-in-a-rutland-housing-authority-home/: download https://www.rhavt.org/wp-content/uploads/2022/11/preliminary-application.pdf, complete in black ink and return to Rutland Housing Authority, 5 Tremont Street, Rutland VT 05701; email or fax submissions are NOT accepted. Contact (802) 775-2926. This is a service/office address and a submission path, not proof of an open property list. Lincoln additionally requires the operator's application and BOTH approvals; its source explicitly describes a waitlist. Hickory describes credit, rental-history, criminal-history and income checks. No source confirms any current apartment opening or a property-specific felony acceptance rule. RHA's separate tenant-based Housing Choice Voucher page https://www.rhavt.org/section-8-housing-choice-voucher-programs/ says drug-related and/or violent convictions are grounds for immediate disqualification in that VOUCHER program; do not automatically apply its wording to every RHA-owned/managed site or to the separately operated Lincoln Place. Ask each program for current policy and eligibility. Bridge is RHA-managed transitional housing owned by its nonprofit affiliate, not a normal walk-in rental: two units serve homeless hospital discharges and one serves a youth in transition with partner support. Sheldon and Templewood welcome qualified applicants without a numeric age restriction; their voluntary SASH/resident services depend on Vermont funding and are not nursing or assisted-living care. Hickory's and the two senior/disabled pages link FY-2023 HUD income limits, which are dated and should not be represented as current income thresholds. No property page gives a verified vacancy today.
