Local housing resources
Housing Authority of the City of Pueblo (HACP) program guide https://hapueblo.org/housing-programs/ (reviewed 2026-09-28). HACP lists public housing, elderly/disabled communities, USDA farm-labor duplexes, tax-credit communities and tenant-based Housing Choice Vouchers. The https://hapueblo.org/housing-programs/lihtc-properties/ directory gives five named tax-credit communities; its https://hapueblo.org/wp-content/uploads/2026/07/Housing-Authority-2025-Annual-Report-2.pdf additionally names Uplands, Mountain View and Crawford Townhomes among LIHTC/managed properties without property-level application details. Richmond, Union Plaza and Farm Labor appear in that report too and are not extra properties beyond the records here. Some listings lack verified residential streets; 201 S Victoria Ave is an application/office address, not the address of all HACP homes. Public-housing waiting list: HACP's https://hapueblo.org/wp-content/uploads/2026/08/Notice-To-Open-PH234.pdf announced an August 17, 2026 opening for general-population 2-, 3- and 4-bedroom scattered-site applications, capped at 100, 100 and 75 applications respectively. It gave pickup/dropbox at 201 S Victoria Ave and email preap@hapueblo.org for downloaded completed applications. Because it closes by submission count, this dated notice does not establish that the list remains open on 2026-09-28, or that any named tower has a vacancy. Confirm current status and the correct submission method with HACP before applying. Its https://hapueblo.org/housing-programs/public-housing/ directory describes public housing more broadly as 1–5 bedrooms; that overall mix does not expand the specific 2026 notice to one- or five-bedroom applications. Farm-labor housing: https://hapueblo.org/housing-programs/farm-labor-housing/ describes Las Villas de Pueblo's 18 three-bedroom duplex units. The https://hapueblo.org/2026/02/24/public-notice-to-open-waitlist-for-farm-labor-housing/ says its capped three-bedroom list opened March 3, 2026, while the linked https://hapueblo.org/wp-content/uploads/2026/02/Notice-To-Open-FLP3.pdf says March 2 and limits intake to 25 applications. Ask HACP whether the list still accepts applications; neither dated opening guarantees an available unit. Screening and applications: https://hapueblo.org/housing-programs/ says each adult household member must pass a criminal background check; its https://hapueblo.org/wp-content/uploads/2025/11/Low-Income-Application-Jan-2024.pdf asks about drug-related or violent convictions and lifetime sex-offender registration. Those questions are not a published blanket felony rejection or a verified promise of acceptance. Ask HACP or the specific property about current written screening criteria and program-specific eligibility. HACP's https://hapueblo.org/contacts/ gives its central office as 201 South Victoria Ave, Pueblo, CO 81003, 719-542-6741; the site says visits are by appointment only. Voucher program: https://hapueblo.org/housing-programs/section-8-housing-choice-voucher-program/ says Housing Choice Voucher participants find their own rental housing; HACP does not own or manage those landlord units. Do not treat a voucher holder's housing search, the public-housing notice, and the separate managed-property leasing paths as one waitlist. The current HCV application-list status was not established by the program page. Redevelopment caution: HACP's older https://hapueblo.org/housing-programs/public-housing/ page still names Sangre de Cristo Apartments among scattered sites, but its newer https://hapueblo.org/wp-content/uploads/2026/07/Housing-Authority-2025-Annual-Report-2.pdf calls this the former Sangre de Cristo site and plans 47 more units as redevelopment. The former buildings and planned additional units are not advertised here as presently rentable. The report calls HACP a special limited partner in Compass Pointe; that partnership is not evidence of HACP operating the property's leasing.
