PENNINGTON PCHRC FOUR-PAGE PROGRAM REVIEW — reviewed September 29, 2026. PCHRC's supplied pages describe Black Fox Manor (HOME) and Memorial Park Apartments (Tax Credit) in Rapid City plus a separate Section 8 tenant-based voucher program. Sunny Haven belongs to New Underwood, not Rapid City. Main office 1805 W Fulton St Ste 101, 605-394-5350 is an application/contact location, not a shared housing entrance. Manager Paul handles affordable properties by appointment per https://www.pchrc.com/contact-us/. Black Fox: PCHRC's HOME page lists Black Fox as a designated reduced-rent HOME development and says HOME properties accept Section 8 vouchers. Its authority history says the 1996 Black Fox Manor development in southern Rapid City was built with 24 family units, including four fully accessible units, with HOME/CDBG/mortgage financing and without the traditional public-housing operating subsidy. Those historical development figures are not a verified present inventory. The HOME page posts 80%-of-area-median-income gross annual caps effective May 1, 2026: $56,750 for one person, $64,850 for two, $72,950 for three. Its Black Fox rent table is separately effective September 1, 2025: two-bedroom $697/month plus gas and electric, minimum income $1,227/month; three-bedroom $791/month plus gas and electric, minimum income $1,405/month. These are dated posted figures, not confirmed current rents or eligibility. PCHRC's September 3, 2026 waitlist report lists Black Fox two-bedroom: 1,355 applicants, estimated 14–16 months; three-bedroom: 525 applicants, estimated 10–12 months. Estimates apply to applicants with preferences; without preferences the wait can be much longer or never reach the top. The supplied HOME page provides no residential street. A third-party listing suggests 3553 Black Fox Dr, but PCHRC's separate maintenance roster identifies neighboring 3560 Black Fox Dr as EDWARDS MANOR, not Black Fox Manor. Do not use either address as a confirmed Black Fox residential entrance. Ask PCHRC to confirm its location, current HOME assistance, rents and screening. Memorial Park: PCHRC's Tax Credit page identifies Memorial Park as a reduced-rent low-income housing tax credit property and says tax credit properties accept Section 8 vouchers. An authority snow-removal scope separately names Memorial Park Apartments an 'elderly complex' at 420 Philadelphia St, Rapid City, SD 57701. That scope confirms a site address, not a numerical age cutoff, current apartment count or vacant unit. PCHRC lists Memorial Park 60%-of-median-income gross annual caps effective May 1, 2026: $42,600 for one person and $48,660 for two. No rent, bedroom-specific price, deposit, explicit minimum age or unit total is posted on the supplied Tax Credit page. The September 3, 2026 authority report lists Memorial Park one-bedroom: 88 applicants, estimated 12–14 months; two-bedroom: 45 applicants, estimated 20–22 months. Estimates assume applicant preferences; no-preference waits may be much longer or never reach the top. Do not infer a current vacancy from the one-/two-bedroom waitlist columns or treat the authority's 'elderly complex' label as proof of a specific age cutoff. Ask the affordable-housing manager for current eligibility and written screening. Section 8 Housing Choice Voucher, https://www.pchrc.com/programs-properties/pennington-county-rental-assistance-programs/section-8-housing-choice-voucher-program/, page updated May 12, 2026: tenant-based assistance, NOT a building or property vacancy. PCHRC says voucher holders can seek a qualifying house, apartment, duplex, fourplex, mobile home, possibly lot rental or their current rental within Pennington County, Fall River County and the City of Martin. After a person reaches the waitlist top and funding is available, formal HUD eligibility is checked; an issued voucher gives 60 days to locate a qualifying unit. The landlord's rent must be reasonable and the unit meet HUD standards. Initial rent plus utilities cannot exceed 40% of adjusted monthly income; a typical portion is about 30%, but this is not a universal fixed 30% rent. PCHRC pays the subsidy to the landlord and the tenant pays the remainder, deposit and uncovered utilities. Gross annual total family income limits effective May 1, 2026, ordered by household sizes 1/2/3/4/5/6/7/8: Pennington County $35,500 / $40,550 / $45,600 / $50,650 / $54,750 / $58,800 / $62,850 / $66,900; City of Martin $33,100 / $37,800 / $42,550 / $47,250 / $51,050 / $54,850 / $58,600 / $62,400; Fall River County $33,250 / $38,000 / $42,750 / $47,500 / $51,300 / $55,100 / $58,900 / $62,700. Employment/tips, alimony, TANF, SSI, Social Security, assets, child support, pensions, retirement and unemployment must be declared. Food stamps, energy assistance and foster-child care are examples of excluded income that still must be reported. PCHRC's https://www.pchrc.com/wp-content/uploads/2026/09/Waiting-List-Status-Report.pdf dated September 3, 2026 reports 4,462 people on its tenant-based Section 8 list and an ESTIMATED 40–45 month wait for applicants with preferences; applicants without preferences may wait much longer or never reach the top. The authority's https://www.pchrc.com/ says preapplications and waitlist-position checks now go through its online portal: https://pennington-live-rentcafewebsite.securecafe.com/onlineleasing/pennington-live/register.aspx. A registration page is not proof of a currently open list. The HCV program page describes portability subject to program and lease rules, while the authority homepage says recipients must live in its jurisdiction for one full year before porting; ask PCHRC how that applies to a specific applicant. No individual criminal-history decision has been verified.
