SOUTH PORTLAND HOUSING AUTHORITY RECONCILED COMMUNITIES — SPHA housing pages reviewed September 29, 2026. The older https://spha.net/housing/ calls the three main buildings plus 96 scattered homes public housing and says the lists typically open twice yearly. The newer https://spha.net/spha-housing/ describes the three buildings as 250 project-based-voucher (PBV) units with one shared list and separately lists 42 scattered-site PBV and 54 RAD PBV units, all marked “Accepting Applications!” These are application-list claims, not promises of vacant apartments. Do not treat the older 96-unit public-housing label as a separate current inventory or assume its listed addresses exactly match the newer PBV rosters. Nine distinct published leads: St. Cyr Court, Landry Village and Hazard Towers in one combined PBV waitlist; a 42-unit scattered PBV group; a separate 54-unit RAD PBV group; Mill Cove; Adam Court; Ridgeland Estates; and Betsy Ross House. Landry Village, Adam Court, both scattered groups and Betsy Ross House are unpinned because their sources describe address ranges, multiple locations or a conflicting address suffix. SPHA's current waiting-list roster https://spha.net/spha-housing/ marks the listed programs as accepting applications; its pre-application https://spha.net/wp-content/uploads/2025/12/N-EW-Pre-Application-PACKET-REVISED-01.2026.pdf is effective January 1–December 31, 2026. The packet requires a complete signed form and supporting documents and says all applicants are screened for criminal records; it asks whether any household member has been convicted. It does NOT establish automatic acceptance or rejection for a particular conviction. It says lists are prioritized by applicable preferences and application date/time; SPHA does not give queue positions. The office at 100 Waterman Drive, Suite 101 is for applications/contact, not a residence. Call 207-773-4140 to confirm up-to-date intake, current rent, and written screening criteria. St. Cyr Court — SPHA locates St. Cyr Court at 1700 Broadway, South Portland and lists 100 homes, including 10 accessible units. The newer PBV guidance and 2026 pre-application describe one- and two-bedroom homes with a preference for applicants age 62+ or disabled adults age 18+, rent at 30% of adjusted household income, and water, heat, electricity and gas included. The older housing page calls St. Cyr public housing; the current roster lists it with Hazard Towers and Landry Village as a 250-unit PBV program. All three use ONE combined PBV waiting list; SPHA says applicants cannot request a specific building or unit. The current roster says applications are accepted for the shared list, not that a St. Cyr apartment is vacant. Landry Village — SPHA lists 50 homes at Landry Village, including five accessible units. Its effective-2026 pre-application gives a range of 1–50 Landry Circle, South Portland; that is not one numbered building entrance, so this group is unpinned. The current PBV guidance describes one- and two-bedroom homes, a preference for people age 62+ or disabled adults age 18+, rent at 30% of adjusted household income, and water, heat, electricity and gas included. The older housing page calls Landry Village public housing; the newer roster lists it under PBV. It shares ONE waiting list with St. Cyr Court and Hazard Towers; SPHA says applicants cannot choose an individual building or unit. The current roster accepts applications to that list, not necessarily a vacancy here. Hazard Towers — SPHA locates this elevator building at 425 Broadway, South Portland and lists 100 units, including five accessible units. The effective-2026 packet distinguishes efficiencies (preference for applicants age 55+ or disabled) from one- and two-bedroom homes (preference for people age 62+ or disabled adults age 18+). PBV rent is 30% of adjusted household income with water, heat, electricity and gas included. The older page calls it public housing, while the newer roster places it in the 250-unit PBV group with St. Cyr Court and Landry Village. Those buildings share ONE waiting list and applicants cannot request a specific building or unit. Accepting an application does not establish a vacant tower apartment. SPHA Scattered Sites PBV — The current SPHA roster identifies a 42-unit scattered-site PBV group for two-, three- and four-bedroom homes, with a preference for families with minor children or dependents. The linked page lists homes on Preble, Broadway, Westbrook, Sawyer, Kincaid, Cole, Rainbow, Elmwood, Hill, Free and Grandview streets/avenues; its individual site counts add to 42 even though its introductory sentence says 54 were converted in August 2022. It identifies 576 and 578 Sawyer Street, whereas the older scattered-site list gives 576 and 578 Main Street; do not pin that conflicting pair. This is ONE unpinned multi-location and shared-list record, not 42 separate available apartments. SPHA says applicants on this list cannot request an individual property. Rent is 30% of adjusted income with water, heat, electricity and gas included. The newer roster says its list accepts applications. SPHA RAD Scattered Sites PBV — The newer SPHA roster separately lists 54 RAD PBV scattered-site units converted from public housing in December 2022. The linked roster breaks them down as 12 homes at 225 Broadway, 12 at 231 Broadway, 12 at 235 Broadway, 10 at 73 Hill Street and eight across 53–60 Landry Circle. These are distinct residential sites on ONE RAD group waiting list, not one building address; SPHA says applicants cannot request a specific property or unit. The packet describes one-, two- and three-bedroom homes, a preference for families with children at most locations and a preference for elderly or disabled applicants at 235 Broadway. Rent is 30% of adjusted household income with water, heat, electricity and gas included. Its list is marked accepting applications, not vacant. Mill Cove Apartments — SPHA lists Mill Cove as an 82-unit, six-story building at 10 Soule Street in South Portland's Mill Creek area, near transit, shopping, banking and Mill Creek Park; some apartments face the Portland skyline. One- and two-bedroom units serve very-low-income applicants age 62+ or disabled adults age 18+, with accessible units available. Rent is 30% of adjusted household income; the older housing page says water, heat, electricity and gas are included, and the 2026 pre-application confirms utilities included. The current roster says its waiting list accepts applications, which is not evidence of a vacancy. Sources: https://spha.net/housing/, https://spha.net/spha-housing/, https://spha.net/spha-housing/mill-cove/, https://spha.net/wp-content/uploads/2025/12/N-EW-Pre-Application-PACKET-REVISED-01.2026.pdf. Adam Court — SPHA describes ten two-bedroom, fully accessible homes at Adam Court next to Landry Village. The older page gives “Landry Circle” without a residence number; its effective-2026 pre-application instead says 1–10 Adam Court, South Portland. That is a range of homes, not a single entrance to pin. The packet says applicants must be disabled and require an accessible unit. HUD income guidelines apply; rent is 30% of adjusted income with water, heat, electricity and gas included. The current roster says the Adam Court list accepts applications, not that one of the ten homes is vacant. Sources: https://spha.net/housing/, https://spha.net/spha-housing/, https://spha.net/spha-housing/adam-court-2/, https://spha.net/wp-content/uploads/2025/12/N-EW-Pre-Application-PACKET-REVISED-01.2026.pdf. Ridgeland Estates — SPHA places Ridgeland Estates at 109 Ridgeland Avenue and describes 80 one-bedroom homes in a three-story income-restricted building for people age 55+, with some accessible apartments. Its older housing page quotes $500 or $600 per month; the newer property page quotes $675 and $775; the effective-2026 pre-application quotes $710–$815 with utilities included and vouchers accepted. These figures conflict across SPHA's pages, so ask the operator for a current unit-specific rent rather than treating an old price as a live offer. The current roster says the list accepts applications; it does not verify a vacancy. Sources: https://spha.net/housing/, https://spha.net/spha-housing/, https://spha.net/spha-housing/ridgeland/, https://spha.net/wp-content/uploads/2025/12/N-EW-Pre-Application-PACKET-REVISED-01.2026.pdf. Betsy Ross House — SPHA lists Betsy Ross House as 123 one-bedroom homes for people age 62+ with affordable and market-rate units, plus project-based-voucher units on the newer roster. The housing and property pages say 99 Preble Street Ext., but its effective-2026 pre-application says 99 Preble Street; this street-suffix conflict needs confirmation before pinning. The property page describes independent living, a noon three-course meal, salon, library and access to Spring Point Lighthouse, Bug Light Park and the Greenbelt. The 2026 packet lists $700–$1,125 rent for its affordable option, utilities included, vouchers accepted and an optional meal plan for an additional monthly fee; a separate PBV option lists rent at 30% of adjusted income. Confirm which program and actual price apply. Its list accepts applications, not proof of a vacancy.
