How screening varies in Nebraska

There is no universal "felony-friendly" certification. Screening policies differ by property and management company. This page does not make claims about state or local law; confirm a property’s current requirements directly before applying.

FREMONT HOUSING AGENCY PUBLIC AND TAX CREDIT HOUSING — https://fremonthousing.org/public.aspx and https://fremonthousing.org/lihtc.aspx, reviewed September 29, 2026. Seven distinct housing leads: Gifford and Stanton Towers plus four LIHTC community groups in Fremont, and Hooper Housing Authority's Parkview Apartments in Hooper.

Each of the two towers has an identified numbered residence; the tax-credit multi-building groups and Hooper Parkview have no confirmed individual residence street number on these pages. The Fremont and Hooper city pages contain source-attributed amenities, age rules, unit mixes and utility responsibilities.

Gifford Tower (Fremont) — FHA identifies Gifford Tower as its 12-story public-housing residence at 2510 N. Clarkson Street, Fremont NE 68025. Its administrative office also uses that address; FHA explicitly describes the tower as housing there. Gifford serves all ages, subject to legal age to sign a Nebraska contract, HUD income limits and occupancy rules for one-bedroom apartments.

Gifford and Stanton Towers together have 245 apartments; FHA does not give a separate Gifford count. Units have stoves, refrigerators, air conditioning and heating; rent covers utilities and maintenance, but not telephone or cable. Both towers have coin laundry, community rooms, assigned off-street parking, accessible units, resident-support services and access to Stanton's low-cost noon meal program.

FHA invites applications but gives no current vacancy or property-specific waitlist status on this page. Source: https://fremonthousing.org/public.aspx.

Stanton Tower (Fremont) — FHA identifies Stanton Tower as an 11-story public-housing residence at 2600 N. Clarkson Street, Fremont NE 68025. It is designated strictly for people age 62 or older, unlike all-ages Gifford Tower. The two towers together have 245 apartments; the page does not give Stanton's individual unit count. Apartments include stoves, refrigerators, air conditioning and heat.

Rent covers utilities and maintenance but not telephone or cable. Stanton has a community room, coin laundry, assigned off-street parking, accessible units, resident-support services and its own dining room with a low-cost noon meal program (delivery options are described for residents of both towers). FHA describes HUD income limits and one-bedroom occupancy rules; it does not establish a current vacancy.

Source: https://fremonthousing.org/public.aspx.

Parkview Apartments (Hooper) (Hooper) — Hooper Housing Authority, a separate authority served through FHA's site, owns and operates 25 public-housing apartments in Hooper, Dodge County: 23 one-bedroom and two two-bedroom homes. Its page says rent is income-based at 30% of gross income, subject to limits, and describes a downtown-area location near the library, shops, senior center, park and golf course.

It does not publish a numbered residential street address or a current vacancy. FHA's 2510 N. Clarkson Street application-return address is in Fremont and is not Parkview's residential address. The site provides a distinct Hooper–Parkview application. Source: https://fremonthousing.org/public.aspx.

Somers Point I & II (Fremont) — FHA says Somers Point I and II together have 64 smoke-free income-restricted two-bedroom townhomes: 32 in Phase I (completed 2000) and 32 in Phase II (completed 2003), for applicants age 62 or older under current NIFA income guidelines. The group is on West Somers Point Drive off North Somers Avenue, but no individual numbered residences are supplied; it is unpinned.

Homes have a kitchen, bath, washer/dryer, central heat and air, attached garage, with some accessible units; both phases share a clubhouse. Rent includes water, sewer and garbage, with maintenance/grounds/snow removal; tenants pay electricity, cable and telephone. Rent is set annually under tax-credit rules, and rental assistance may be available.

The page says the application waitlist is always open; that is not a vacant-unit promise. Source: https://fremonthousing.org/lihtc.aspx.

Hidden Brook Townhomes I & II (Fremont) — FHA describes Hidden Brook I and II as 40-unit income-eligible complexes off East 29th Street in Fremont, financed by NIFA tax credits and HOME funds, for qualifying households of all ages. It does not specify whether 40 is a combined total or a count for each phase; do not double it.

Three-bedroom, one-bath homes include kitchen appliances, washer/dryer, storm shelter, heat pump and attached garage; accessible units are available. FHA maintains interiors, grounds, snow and garbage service. The complex is smoke-free. Tenants pay electricity, water, sewer, cable, internet and telephone. Rent follows annual tax-credit guidelines; assistance may be available.

The page says the application waitlist is always open, not that a home is vacant. No numbered residential entrances are published. Source: https://fremonthousing.org/lihtc.aspx.

Fremont Northside Townhomes I & II (Fremont) — FHA describes Northside I and II as 40-unit income-eligible duplex complexes off East 29th Street in Fremont, financed by NIFA tax credits and HOME funds and eligible for all ages subject to income limits. It does not clarify whether 40 is combined or per phase.

Its introductory line says three bedrooms/one bath; a later line says three or four bedrooms and one to one-and-a-half baths, so ask FHA for actual unit mix. It lists attached garages, storm shelters, lawn care, trash, snow removal, playground and mini library. The page provides no numbered residential address, rent amount, current vacancy or explicit Northside waitlist status. Source: https://fremonthousing.org/lihtc.aspx.

Magnolia Estates (Fremont) — FHA locates this age-55-and-older income-restricted community on East 29th Street in Fremont without giving a numbered dwelling address or unit total. Its two-bedroom, one-bath homes have modern kitchen appliances, washer/dryer, storm shelters and single-car attached garages. FHA describes maintenance, low utility cost and smoke-free units.

Residents pay electricity, water, sewer, cable, landline telephone and internet; rent is set annually under tax-credit guidelines. The page does not establish current rent, an open waitlist or vacancy, and the group is not pinned to FHA's office. Source: https://fremonthousing.org/lihtc.aspx.

FHA's https://fremonthousing.org/applicants.aspx offers distinct printable applications for Gifford/Stanton, Hooper–Parkview, Somers Point, Hidden Brook, Northside and Magnolia. It instructs applicants to complete the appropriate form, include required documents, and return it to Gifford Tower at 2510 N. Clarkson Street, Fremont NE 68025; for the tower application it lists an ID and Social Security card.

Ask FHA at 402-727-4848 to verify the current application procedure, waitlist, income limits and actual availability. Neither of the two housing pages states conviction-specific acceptance or a property-by-property criminal-history rule; request current written screening criteria before applying. The Hooper authority is distinct from FHA even though its Parkview information appears on FHA's site.

OMAHA OHA TWENTY ONE TWO PAGE PROPERTY DIRECTORY — OHA's two-page directory https://ohauthority.org/properties/ and https://ohauthority.org/properties/?sf_paged=2 lists 21 named records: 15 under public-housing categories (including four senior-designated towers), one HIO affordable/LIHTC building and one OHA market-rate multi-site group.

Twelve have single numbered residence addresses; nine give only an intersection, an address pair, an area or scattered sites, so they are described as unpinned groups rather than put at a guessed street point. Farnam's numbered street is supported but the official ZIP 68132 conflicts with independent listings of 68102; its ZIP is left unassigned.

OHA's https://ohauthority.org/properties/ lists 21 directory results across https://ohauthority.org/properties/?sf_paged=2, reviewed September 29, 2026. Its properties page describes smoke-free, pet-friendly properties, 24-hour emergency maintenance and resident services; specific amenities below are attributed to each detail page.

The HRA central office at 1823 Harney Street is for application help and is not an extra residential property.

OHA's https://ohauthority.org/public-housing/apply-for-housing/ and https://ohauthority.org/public-housing/ say its public-housing waiting list, effective January 1, 2025, is open ONLY for one-bedroom apartments in senior towers to applicants aged 62+; do not advertise the other public-housing communities as accepting new applications.

The four senior-designated buildings also describe service eligibility for near-elderly ages 50–61, but that does not override the narrower current application intake. Existing unit-size lists are not vacancies.

The current-looking https://ohauthority.org/public-housing/eligibility-requirements/ lists income/citizenship/debt rules, prior OHA eviction and reapplication windows, permanent methamphetamine-on-federally-assisted-property and lifetime sex-offender-registry exclusions, and a review of other criminal records from the past five years by type/time; none determines an individual's outcome.

Income limits on that page are explicitly updated April 2025, not current quotes. The public-housing application portal is https://myportal.ohauthority.org/; call 402-444-6900 ext. 2285 or 2215 to confirm current intake.

The affordable program at https://ohauthority.org/properties/affordable/apply-for-affordable-housing/ accepts digital, in-person and mailed applications; its September 2025 fillable LIHTC PDF can be emailed with subject “Application for LIHTC Housing” to application@ohauthority.org.

Household income and student rules apply; it lists an income floor of three times rent except for voucher holders and April 2025 maximum incomes requiring current confirmation. Farnam's listed rent and application process do not prove a vacancy or approval after screening. Call OHA for written property-specific conviction rules.

The Villas North market-rate application at https://ohauthority.org/properties/market-rate/apply-for-market-rate-housing/ accepts a fillable PDF emailed with subject “Application for Market Rate Housing” to application@ohauthority.org, as well as in-person or mailed applications. Its three-times-rent income rule does not apply to voucher holders.

OHA says applications undergo a criminal-background check and may remain on a waitlist; it provides no current vacancy or guaranteed screening approval here. The Omaha city page records each of the 21 sourced directory entries, their individual site or area reference, stated unit sizes, utility/amenity information and appropriate application paths.

No directory size label, unit-count wording or resident service is treated as proof of a current vacancy or conviction approval.

LINCOLN LHA ELEVEN GALLERY COMMUNITIES AND TWO NAVIGATION PROGRAMS — The supplied gallery https://www.l-housing.com/our-properties.html has 11 pictured communities. Its same-page rental navigation adds Emerald View and a citywide family-public-housing program, for 13 source-backed housing records: three at single numbered residence addresses and ten unpinned groups/intersections or disputed addresses.

Burke Plaza lists 6721 L Street specifically as a leasing OFFICE; Arnold Heights lists 4721 NW 48th Street as a leasing OFFICE; neither is mapped as the address for every home. Emerald View's written street and map link conflict. Lynn Creek has two building numbers, not one.

Lincoln Housing Authority's https://www.l-housing.com/our-properties.html shows 11 named picture cards; the same page's property navigation additionally links Emerald View and citywide Family Public Housing. Reviewed September 29, 2026. The individual pages give property-specific terms but do not establish current vacancies, a currently open waiting list or conviction-screening approval.

Posted dollar rents and percentage income limits have no effective date on these pages; verify current terms before applying. https://www.l-housing.com/ApplicationProcess.html says applicants may use https://l-housing.tenmast.com/applyl-housing/ or print and mail/hand-deliver the https://www.l-housing.com/Documents/LHA-Application%202024EVA-PlainFrontBack.pdf; it does not establish each property's current intake status.

LHA's main office is 5700 R Street, Lincoln NE 68505 (https://www.l-housing.com/contacts.html); it is an application/contact address, not an additional residential listing. The Lincoln city page lists all supported site descriptions, unit mixes, rent methods or undated figures, income/age/pet/deposit conditions, leasing numbers, and official page links.

Locations supplied only as intersections or multiple buildings are not falsely pinned to one entrance.

BELLEVUE BHA SARPY COUNTYWIDE LANDLORD CONTACT PDF — Bellevue Housing Agency serving Sarpy County links this undated “LANDLORD LIST” PDF https://sarpyhousing.org/site_files/Forms%20for%20Download/Landlord%20Listing.pdf from https://sarpyhousing.org/bellevue-housing-agency/current-voucher-holders/resources.html. Reviewed September 29, 2026.

The agency says these are landlords who ASKED it to share their information; it does not recommend one landlord over another, and voucher holders can rent from participating private landlords not on the list. The PDF is labelled “Serving Sarpy County” but explicitly names Gretna, Papillion and Plattsmouth among its contacts.

It has 19 rows under APARTMENTS (one is named Crown Pointe Management), six OTHER contacts (one management company and five senior-housing names), six REAL ESTATE AGENCIES, and four general housing-search sites. It contains NO residential street addresses, current rents, dated vacancies, verified landlord participation for an individual unit, or conviction-screening rules.

These are PDF-listed leads, not 19 Bellevue apartments or proof that BHA owns them. Its asterisk labels five apartment rows as “Tax Credit Properties/Low Income Housing,” not an income qualification, availability or screening decision. Call each operator to verify address/city, current phone, age/bedroom/price eligibility, whether a suitable unit is open, whether it accepts the voucher for that unit, and written screening.

The BHA FAQ https://sarpyhousing.org/bellevue-housing-agency/current-voucher-holders/faq.html says its separate Section 8 applicant waiting list is closed and is drawing from its 2023 list; the HCV applicant list is not an apartment vacancy board. The agency's office at 8214 Armstrong Circle in Bellevue is not one of these residences.

The Bellevue city resource section preserves every named PDF contact, bedroom category, phone/fax, asterisk, outside-Bellevue locality, and search-site referral. No apartment record or map pin is created without residential address evidence; the agency's landlord list covers private housing leads, not authority-owned inventory.

KEARNEY KHA SIX COMMUNITIES IN THREE NEBRASKA TOWNS — Six linked records in the directory https://www.kearneyhousingagency.com/housing-opportunities/properties-communities/: four are located in Kearney, one in Gibbon and one in Minden. Four linked resident handbooks explicitly print property/resident mailing addresses.

Kearney Manor's 2715 Avenue I is the KHA office and a community-room reference, not evidence of a single residential entrance for all apartments; its card remains unpinned. The 54 Scattered Sites houses have no published individual street addresses and remain one unpinned group record. Gibbon and Minden are managed public housing under their own housing agencies, not extra Kearney city addresses.

KHA's directory https://www.kearneyhousingagency.com/housing-opportunities/properties-communities/ distinguishes three KHA-owned programs (Kearney Manor, Scattered Sites and Plaza Boulevard) from managed properties (Gibbon's Colony Acres, Minden's East View Court and Kearney's Autumn Village). Reviewed September 29, 2026.

Its https://www.kearneyhousingagency.com/help-support/faqs/ says programs have waiting lists and estimates 6–18 months from application, but that is not a property-specific wait or confirmation that a particular list is currently taking applications.

The FAQ says applications are ONLINE ONLY via https://khaweb.housingmanager.com/; computers are available for help at the KHA OFFICE, 2715 Avenue I, Kearney, and one application can select multiple programs. The FAQ says a criminal-history and rental-history review is part of the later eligibility interview; it does not say any individual conviction qualifies or disqualifies.

Call KHA at 308-234-3000 to confirm property-specific intake, current location, accessibility, availability and written screening. Do not treat an apartment count or bedroom mix as a vacancy.

Each city's resource section preserves its own unit counts, rent methods, utilities, services, handbook address evidence and application cautions; no address or vacancy is inferred from a KHA office, a flat-rent option or an aggregate house count.

NORFOLK TWO CITY HOUSING PDF DIRECTORIES — The City of Norfolk's current housing-list parent https://norfolkne.gov/government/departments/housing/apartment/housing-lists links the supplied one-page income-based PDF https://norfolkne.gov/assets/site/documentcentral/housing/income-based-listing-duplicate-duplicate-duplicate.pdf and two-page landlord-contact PDF https://norfolkne.gov/assets/site/documentcentral/housing/list-of-landlords-duplicate-duplicate.pdf.

The first has 13 community/area rows with a printed total of 576 units. The second has 25 top-level rows and includes the same Improved Living and North Park/Northpark communities; they appear only once among the 22 distinct named residential community/group records. Its other 15 manager, owner, office-only or unlocated landlord contacts are reproduced below as resources rather than made into speculative apartment cards.

Fourteen named records have one numbered address; eight are multi-building, area, intersection or street-range groups and remain unpinned. The old Northpark landlord sheet gives 916, 918 and 922 Woodhurst whereas the newer income sheet gives only 922; Syracuse Street Apartments may no longer be income-based.

Norfolk's https://norfolkne.gov/government/departments/housing/apartment/housing-lists links both city PDFs: the income-based table https://norfolkne.gov/assets/site/documentcentral/housing/income-based-listing-duplicate-duplicate-duplicate.pdf has 13 rows under Elderly and Disabled or Family; the separate landlord-contact table https://norfolkne.gov/assets/site/documentcentral/housing/list-of-landlords-duplicate-duplicate.pdf mixes private communities, agency-managed properties, multi-address groups and management/office leads.

The source PDF files were generated in June 2026 and August 2025 respectively, but those metadata dates are NOT a vacancy or eligibility update. Reviewed September 29, 2026. Norfolk Housing Agency itself manages only some of these entries; being in a city-hosted list is not proof of agency ownership, current voucher acceptance, current rent, availability or conviction-screening approval.

The agency office at 1310 W Norfolk Ave Suite D (402-844-2080) is a contact point, not another apartment building. Call each listed operator for current address, eligibility, rent, openings, accessibility and written screening. The Norfolk city page preserves every named PDF community, the full 15 additional contact leads and page-two search referrals, with phone numbers and unit totals as source claims.

Multi-building address ranges and management offices are not misrepresented as a single residential street pin.

COLUMBUS NE CHA HOUSING AND RENTAL DIRECTORY — Columbus NE (not Columbus GA): 14 rows from the Chamber's April 2026 income-based landlord list https://thecolumbuspage.com/wp-content/uploads/Landlords-with-Income-Based-Rent-updated-04-2026.pdf, linked from the local resource page https://thecolumbuspage.com/resources/housing-rentals-3, plus North Creek as a dated February 2023 authority-image lead still named on the June 2026 general landlord list.

Eight single-address community records have source-listed street addresses; seven are unpinned because they have an office-only address, multiple buildings, a cross street, an unclear organization contact, a multi-cluster campus, or historical address drift.

The source page https://www.columbusha.com/housing has an obsolete “print list” URL returning 404; its displayed February 2023 image https://images.squarespace-cdn.com/content/v1/5a0b6605bce176b930af6f32/605d6577-aa3f-4343-9dd1-58971634af61/income+list.jpg omitted Briarwood II but included North Creek, which the newer income list no longer includes.

Crown Villa is expressly NOT income-based; do not infer the reverse from its section heading. The CHA housing page https://www.columbusha.com/housing displays a February 2023 income-based landlord list as an image https://images.squarespace-cdn.com/content/v1/5a0b6605bce176b930af6f32/605d6577-aa3f-4343-9dd1-58971634af61/income+list.jpg, while its “print list” points to a Chamber PDF that now returns 404.

The same local Chamber's https://thecolumbuspage.com/resources/housing-rentals-3 currently links a replacement dated April 2026 https://thecolumbuspage.com/wp-content/uploads/Landlords-with-Income-Based-Rent-updated-04-2026.pdf with 14 rows.

The later https://thecolumbuspage.com/wp-content/uploads/Landlord-List-updated-6.30.26.pdf confirms Northcreek still appears as a landlord contact, but does not confirm its old address or income-based status. These are directory claims, not proof that CHA owns, manages, endorses, currently funds, or has screened every private listing.

CHA's https://www.columbusha.com/ and https://www.columbusha.com/section-8-voucher-program say BOTH Heritage House and voucher waiting lists closed September 21, 2026 at 4 p.m. until further notice, even though the voucher page still includes older “how to apply” instructions. CHA provides no emergency or deposit assistance; voucher owners screen tenants using their own procedures.

The CHA administrative office is 2554 40th Avenue, Columbus NE 68601, 402-564-1131. Reviewed September 29, 2026. Confirm actual residence, income limits, rent, open waitlists, vacancies and written conviction-screening directly with each operator.

The Columbus city resource preserves all 14 current directory rows, the historical North Creek discrepancy, Heritage House's 84-unit mix and closed waitlist, the HCV closed waitlist, and the FY2025 Platte County income-limit table as dated source claims.

A practical next step

Preparing your application

A little preparation can help you ask better questions before paying an application fee.

  • Gather proof of income (recent pay stubs, an offer letter, or bank statements).
  • Collect positive references from prior landlords or employers where possible.
  • Prepare a brief, honest explanation letter that provides context for your record.
  • Ask each property directly about its reported screening policy before paying any application fee.
  • Confirm the lookback period and which offense types a property may consider.
