| Reported policy summary | Spring Manor at 828 NE Spring Street: 189 Units; High-Rise; AMP 4; Built in 1970. Built in 1970, Spring Manor is made up of 189 one-bedroom units. This 20-story high-rise building is in the St. Anthony East neighborhood near Bottineau Park. Spring Manor is currently undergoing a $78 million redevelopment project . This project will preserve 221 units across two neighboring buildings, investing more than $30 million in direct capital improvements to the existing buildings, while also constructing a new four-story building that will create 15 new deeply affordable units designed for residents needing mobility accessibility features (nine one-bedroom and six two-bedroom units). This will create nearly 4,200 square feet of new ground-level space that will include offices, an internet lounge, fitness room, indoor bike storage, and a large community gathering space. Due to construction, property management offices are temporarily located on the second floor in unit 209. Upon completion of first floor construction, property management offices will return to the first floor of the building. Laundry machines are temporarily in the basement. After construction, the laundry room will return to the first floor. MPHA's detail page lists: One-bedroom units: 188; Two-bedroom units: 1. On-site management: 612-344-2294 (not the leasing line). Site property managers handle residents, not leasing or applications; their numbers below are for on-site questions, not a way to join a waitlist. MPHA says incomes must be at or below 80% of area median income and that applicants undergo criminal-history screening; it explicitly says that simply having a criminal history does not disqualify a person. The family-housing waitlist is currently CLOSED (https://mphaonline.org/mpha-housing/housing-for-families/); its RentCafé instructions apply to people with existing applications or a future reopening, not a current opportunity to join. MPHA's office is an application site, not a residence. A property card, unit count or application page is not evidence of a vacant unit or a property-specific screening decision.
