| Reported policy summary | Parkway East is part of SHA's Parkway East & West affordable-housing community in northeast Salem. The current Parkway East tenant selection plan (effective August 1, 2026; https://www.salemhousingor.com/s/PE-TSP.pdf) places its buildings at 3137–3167 7th Place NE, Salem, OR 97303. The shared property page (https://www.salemhousingor.com/parkway-east-west) gives the combined East/West range as 3103–3163 7th Pl NE; its endpoint conflicts with the newer East plan's 3167 endpoint, so no single street number is assigned. Parkway East has 46 two- and three-bedroom rental units: 30 two-bedroom units (four at a 50% area-median-income limit and 26 at 60%) and 16 three-bedroom units (two at 50% and 14 at 60%). The plan also identifies mobility and sight/hearing accessible units. The property page lists LIHTC, HDGP and HOME funding; all East units have income restrictions. Rent is set by the income restriction for each unit; water, sewer and garbage are included. The shared Parkway page has an income-limit table, but amounts can change; confirm the applicable current limit, rent and utilities with SHA. The property page estimates a 24–36-month wait for two-bedroom Parkway units and 12–18 months for three-bedroom units; these are not current availability or a guaranteed wait. East and West have separate bedroom-size waiting lists, so one application does not place someone on all four lists. SHA's property/program overview (https://www.salemhousingor.com/programs-and-properties) lists these properties beneath “Closed Waiting Lists” and says applications for closed lists cannot be accepted until publicly reopened. An application portal link does not establish a current opening. Reviewed September 29, 2026; ask SHA for any later change. The property's current tenant selection plan says all adults, including live-in aides, receive criminal background checks. It provides for review of circumstances and rehabilitation or expungement evidence, but also lists conduct-based exclusions with different lookback windows and some lifetime bars. Read the property-specific plan and ask SHA about your case; no conviction category is promised approval. SHA describes a reasonable-accommodation request process and links its forms on the property page. No current vacancy, rent quote, waitlist position or individual screening outcome has been independently verified. |
