Located at the historic Veterans Affairs grounds in Milwaukee, the Surgeon’s Quarters Single Room Occupancy (SRO) Program is a joint project of Hope House of Milwaukee, Inc., the Housing Authority of the City of Milwaukee, and the Department of Veterans Affairs. The project consists of a 13-bedroom, Section 8 SRO program that provides permanent housing to adult men and women in a communal setting. Along with an individual room, each resident is provided with shared kitchen, living, and bathroom areas. In addition, a case manager works closely with the residents to assess, refer, link and engage each in the necessary supportive services to help maintain stable housing, such as transportation assistance, mental health and substance abuse counseling, educational opportunities, healthcare, and emergency food distribution. The population of Surgeon’s Quarters SRO consists of adult men and women who are homeless, possessing the attitude and stability conducive too communal living while receiving case management services. All individuals enter the program from extremely low-income backgrounds with inadequate resources to secure housing, and many are veterans. HACM https://www.hacm.org/our-properties/veteran-supportive-housing describes VA-partnered veteran homelessness services; ask the VA/HACM for its referral process. HACM https://www.hacm.org/programs/housing/housing-choice-voucher-program-section-8-rent-assistance/housing-choice-voucher-wait-list-opening#!/ says tenant-based Section 8/HCV lists remain CLOSED, while the general public-housing and listed project-based lists are OPEN.
