BIHA says at least six are reserved for households earning below 50% of Sitka median family income, and its Headwaters program policy requires applicants to be at or below 50% area median income, with listed exceptions after an advertised unit stays vacant for over 90 days. Voucher participants get placement priority, and existing Sitka residents have a preference. The source does not give the new units’ bedroom mix, a rent quote or a current opening. These are an addition to the Indian River complex, not a second copy of the older Indian River apartment group.
